If I workout my chest twice a week and also do cardio n diet, how long till my chest will look good?

I want to workout but I don’t want to workout for nothing. If the insulin levels are up, then you’re never going to burn fat no matter how hard you workout. So anyway, how long before insulin levels usually go down? 2 hours after eating a meal? Maybe more, maybe less?
